Procedure in e-Pariksha for online application for issuance of Certificate of Competency (CoC) for MEO Class-IV



The DG shipping has started online application facility to MEO Class — IV candidate through the ePariksha module. The Directorate has made it mandatory for successful candidates of MEO Class-IV to follow the above online procedure for applying for MEO Class-IV CoC with effect from 30 / 10 / 2017. Physical submission of CoC application at MMD for MEO Class - IV shall not be entertained from 30 / 10 / 2017.. The Directorate therefore prescribes the following procedure for on-line submission of CoC application, review, approval and issuance of CoC to candidates who have successfully passed their MEO Class-IV grade of engineering examination.


                        


Procedure for submission of on-line application for issuance of MEO Class-IV CoC by CANDIDATE 

Login to account using ePariksha Login credentials 
Click on Certification tab and then select Fee Detail
Click on pay button which will redirect to bill desk
Pay the fee for COC application. 
After the payment, click on the COC Application Form 
Click on page 2 at the bottom of the application form.
Click on the submit button at the bottom of the page 2 to apply for COC. 
Click on the Print Option to print the COC application form in case you wish to keep a hard copy of CoC application.


The CoC shall be dispatched by speed post and the applicant will receive a confirmatory mail including speed post tracking details.
In case a query is raised and application is kept on hold, answer the query satisfactorily and resubmit. The query should be answered in two working days failing which the submitted application shall be deemed to be rejected and the candidate has to apply afresh.Candidate desiring to have his EXN-45 booklet may collect the samefrom MMD as per his convenience.

DGS High Voltage Training not mandatory for COC Engineering officers and Electro technical officers

High Voltage training requirements brought int by 2010 Manila convention for Engineering officers and Electro Technical Officers in both operational levels and management level is no longer mandatory. It is only mandatory for those who wish to work on HV system ships (ship with 1000V and above). All others will get their COC with the following Limitation.


"Not Valid for service on ships fitted with High Voltage (over 1000V) System" 

So it is no longer mandatory for engineers to under this course and to get the limitation stamp removed from COC

This is the extract from the DG circular File No: ENG/EXAM/CIRC-25(1)/2017

  1. The 2010 Manila Amendments to STCW 78 Convention brought in the requirement for engineer officers to undergo education and training in High Voltage (HV) systems, at both the operational and management levels. This requirement came into effect from 1st January 2017 and is applicable to all Engineer Officers and Electro-Technical Officers who work on ships. The compliance with the same was later extended by IMO for six months as majority member States were not ready with certification of their seafarers complying with 2010 amendments
  2. The Directorate has extended the date to fulfil the requirement of undergoing training in HV systems to 1st July 2018 vide corrigendum No.2 to EAC branch circular No.134 of 2017 dated 5.5.2017.
  3. Subsequently, the Directorate has received several queries from various stake holders with a request for clarifying on the requirement of undergoing training in HV systems by the Engineer Officers (both operational and management level) and Electro Technical Officers.
  4. The Competent Authority after due deliberations and on receipt of clarification from IMO has decided that no additional training on HV systems be undertaken by Engineer Officers (operational and management) and Electro-Technical Officers who do not or don't intend to, work on ships with HV systems. Hence the necessity for completion of approved High Voltage Training course by Engineer Officers and Electro-Technical officers is no more a mandatory requirement for working on board ships not fitted with HV systems. However, such Engineer Officers and Electro Technical Officers will receive Certificate of Competency (CoC) with following limitation:
"Not valid for service on ships fitted with High Voltage (over 1000V) systems".
  1. The Engineer Officers (operational and management level) and Electro-Technical Officers with above High Voltage limitation on their CoC, preferring for deletion of the limitation in due course of time, may do so with a request for the removal of this limitation by providing documentary evidence of having undergone approved HV systems training course.
  2. Considering the propulsion and power distribution systems onboard ships have changed substantially over the years and the current changed technology has already enabled the construction of bigger and newer ships installed with HV equipment to handle the massive power requirements and that the STCW 78 Convention, as amended, require these ships to be operated by personal competent in the safety/design/operation/ maintenance of 1-IV systems, it is advised that all operational level/management level Engineer Officers and ElectroTechnical Officers may keep their CoC valid for sailing on such type of vessels in future by completion of necessary HV training.

Urgent Notice- COC correction sticker mandatory for all Indian seafarers and how to get it

This is an important notice to all seafarers holding COC. We all have upgraded/updated our COC as per the manila 2010 convention. But a major paragraph in the front page cover of our COC has not been updated as per the 2010 convention. So as per the message from DG, almost all seafarers have to correct this mistake in their COC. So DG had directed us to get the correction in our COC from the nearest MMD at our convenience. But now DG as come up with a new method to take the print of the COC correction sticker from DG website. This article explains why it is required and how to download the sticker from the DG website

As per the Circular from DG


CoC's issued by the Directorate in accordance with 1995 amendments to STCW 1978 convention have been upgraded after completion of the necessary STCW requirements by means of endorsements in the CoC's for compliance. However, notes with Regulation I/2, paragraph 9 of the Convention on the front pastedown endpaper page of the CoC's have remained unchanged.





THEREFORE, in order to prevent issues relating to Indian CoC's during Port State Control [PSC] Inspections, it is hereby directed that all Indian CoC's complying with 2010 amendments to STCW 1978 convention, the notes on the front pastedown endpaper page of the CoC is to be now read as following: "The original of this certilicate must be kept available in accordance with Regulation I/2, paragraph 11 of the Convention while serving on a ship".

8. The Mercantile Marine Departments [MMDs] are hereby directed that CoC's revalidated or upgraded to 2010 amendments to STCW 1978 convention with containing notes of "Regulation I/2, paragraph 9 of the Convention" of the front pastedown endpaper page, shall be endorsed with a stamp that "The original of this certificale musl be kept available in accordance with Regulalion I/2, paragraph I1 of the Convention while serving on a ship" in the additional pages of CoC booklet.


The same endorsement is now available as sticker in the DG website

4. Click on tab- COC, DC Endorsement, GMDSS Radio operator



5. Click on COC correction sticker as per 2010


6. Download the sticker with your INDOS number and take print out in Photo quality using color printer on self adhesive sticker paper and paste the same sticker in additional pages of your COC
